The H2020 project ETAPAS explores the use of disruptive technologies in public administration. The aim of ETAPAS is to develop a framework for the responsible use of disruptive technologies in the public sector together with representatives of public authorities.

ETAPAS stands for „Ethical Technology Adaption in Public Administration Services”. The project is coordinated by the Ministero dell'Economia e delle Finanze (Italy) and comprises partners from Italy, Denmark, Norway, Greece, Belgium, Sweden, France and Austria.

The ETAPAS team at the University of Graz is coordinated by Professor Iris Eisenbergerv and Professor Tina Ehrke-Rabel. The team is currently focusing on the existing legal framework in the EU regarding the use of disruptive technologies. Building on this, the team will examine four different use-cases. The use cases include (among others) a municipality-chatbot and care-robots and are intended to enable general guidelines for the ethical and legally sound use of disruptive technologies by public authorities.

From the department Eisenberger currently Mag. Magdalena Nemeth and Tamara Rončević are involved in the project.

This project has received funding from the European Union’s Horizon 2020 research and innovation programme under grant agreement No 101004594 





Online Workshop: Disruptive Technologies in the Public Administration Sector

How can disruptive technologies be adapted in an ethically sound way? The upcoming workshop on "Disruptive Technologies in the Public Administration Sector: Legal Challenges” places an emphasis on fundamental rights implications and the EU draft on AI Regulation. The workshop will encourage a public discussion among different stakeholders to promote a better understanding of the common legal challenges public administrators face.

The first public event organized by the ETAPAS project took place: "Disruptive technologies in the public sector: how to manage ethical risks and social impacts?"

The framework analysis is led by the question: is there an existing EU Legal Framework for the implementation of Disruptive Technologies in the Public Administrative Sector? And if so, what kind of framework is it?

The ETAPAS team from the University of Graz met for the official kick-off date.



Official ETAPAS-Kick Off Meeting

On 25 November 2020, the H2020 Project ETAPAS had its official kick-off meeting. Due to the current COVID-19 situation, the meeting was held online. More than 70 participants joined the meeting, where we discussed the next steps of the project.
