Does every expression qualify as speech or does every act of speaking qualify as an expression covered by legal safeguards of (free) expressions? If yes, how does this factor in a democratic conception of freedom of expression? If no, what are the criteria that allow for certain acts of expression to be left unprotected from the very outset. By contrasting selected free speech clauses, the lecture developes a common framework governing the concept of expression in a democratic perspective.
